Younger sister of Times Square tragedy victim recovering after crash

(NEWSCHANNEL 3) - Police say 26-year-old Richard Rojas is accused of driving under the influence, and striking pedestrians in Times Square in New York.

23 people were hit overall, and two of the victims are from West Michigan.

CNN is reporting the former Navy member tested positive for PCP--a hallucinogenic drug--and told police "God made (me) do it."

Among the victims of yesterday's crash, 18-year-old Alyssa Elsman--a graduate of Portage Central High School--was killed. Her sister, 13-year-old Ava Elsman--a student at Portage Central Middle School--was injured in the crash.

Newschannel 3 is learning she's out of surgery and recovering this morning in a New York hospital.
